download EM 13.3 software and execute the bin file
follow mentioned steps
skip s/w updates
fix warnings
cat /etc/sysctl.conf.....# oracle-rdbms-server-12cR1-preinstall setting for net.ipv4.ip_local_port_range is 9000 65500#net.ipv4.ip_local_port_range = 9000 65500net.ipv4.ip_local_port_range = 11000 65000remove below line #net.ipv4.ip_local_port_range = 9000 65500And run /sbin/sysctl -pNow click on rerun
to fix this install the 32 bit glib rpm’s

this is out of place upgrade so we need to provide new middleware home location
provide sys and sysman password for exiting oem and repo database
this need to be checked post upgrade
